Tunisian citizen declared undesirable for 15 years

Upon notification sent by the Romanian Intelligence Service, the Bucharest Court of Appeal, by its decision no. 2903/2018 of June 20, 2018, ordered that the Tunisian citizen BHA be declared an undesirable person in Romania for a period of 15 years.

BHA came to Romania on a student visa in 2015. He came to the attention of the Service in early 2018, due to certain information according to which he was undergoing a radicalization process.

His behavior was that of a person who had embraced the jihadist ideology, showing a strong tendency towards isolation and engaging in intense activities in radical online environments. The Tunisian citizen's constant concern for terrorist propaganda and the glorification of the attacks perpetrated by Daesh members prove that BHA is willing to commit violent acts either in Romania or after travelling to jihadist theaters.

BHA identified with the perpetrators of a number of terrorist attacks that occurred in Europe in the period between 2015 and 2018.

At the Service's request, the Prosecutor's Office attached to the Bucharest Court of Appeal notified the Bucharest Court of Appeal which, pursuant to art. 86 (3) of the Government Emergency Ordinance no. 194/Dec. 12, 2002 regarding the regime of third-state citizens in Romania, ordered that the individual in question be declared an undesirable person due to his involvement in actions which, according to art. 3 (i) and (l) of Law no. 51/1991 (republished), are threats to our country's national security. Following the decision of the Bucharest Court of Appeal, the foreign citizen was taken into public custody by the General Inspectorate for Immigrations within the Ministry of Internal Affairs in order to be expelled from the country.

In its capacity as national authority in the field of preventing and countering terrorism, the Romanian Intelligence Service's main mission is to prevent any terrorist risks or threats, by working together with the other members of the National System for the Prevention and Countering of Terrorism, as well as with its foreign partners.
